Game Ending (Spoilers!)
You chase Lazarus to a dock in Tokyo and he gets into a helicopter. Your helicopter comes and gives you homing missiles. After you take our the helicopter, it shows you standing there and Lazarus's helicopter in flames falling to the water. Next you see a little sub going under the water which is Lazarus escaping.
