Highlight the Flare, but don't throw it down. When the flare starts to get low, press Left or Right to highlight an alternate object. Then highlight Flare again to start over the process.
Get someone to obey you
If a person refuses to obey you, simply aim a gun at their head for a few seconds in first person view.
